This all I could find at WCF. There is NO mention at CC about time clock consequences if you run out, at least not in their rules online. Maybe they have a hidden posting.
From WCF...
Each team must complete its part of a game within the time given, or forfeit the game. If a stone reaches the tee line (hog line in wheelchair curling) at the delivery end before time expires, the stone is considered delivered in time.
I'm almost certain the rule used to read that if you ran out of time, you didn't get to throw your rock or rocks but the other team could finish throwing theirs. No mention of forfeit. I think forfeit is a bit harsh. The Finland game where they ran out of time was her last shot with a shot for 2 and the win. I can't remember if they said they had to forfeit or just remove last shot.
