Ontario Womens bye to Provincials

So I have to ask the question. Since the mens Ontario Provincial Champion receives a bye to the following years Provincial, does the same hold true for the womnen's champion.

If this is the case then Alison Flaxey would get a bye to next years provincial..?

Here are the rules, she would gain automatic entry to the Provincials play-downs only if they had won the Scotties:

Which section of this document states that? And why would a team that wins the national Scotties and can go directly to the following year's national Scotties, decide to compete in the provincial Scotties?

Yes I read those rules but how do you explain Team Howard being given a bye to the 2014 Tankard Provincial Play downs when they did not win the Brier? The rules clearly state winning the Brier (which Howard did not) unless the rules have since changed from last year. Is there a different rule for Tankard play?

Item 6 on page 2. And you are correct, why would a team that just won Scotties and will be team Canada compete at a Provincial Final.

Same holds true now for the 2014 Brier winning team coming back as Team Canada in the 2015 Brier

The womens has to change next year as they will not be combined with the northern association.

Hold on. So the Ontario team only gets a bye to the Provs if they win the Scotties... hmm... let's think about that a moment. Doesn't the winner of the Scotties go back as Team Canada?

Why yes it does. So why does that rule even exist if it's a moot point?

Up until Glenn went back to the Provs as an automatic entry, Ontario was one of the last provinces to honor their past champion with that berth. That's something that should be passed quickly by the O(C)CA.

From the OCA website:
Based on discussion held at the OCA Workshop during the AGM in June 2013, the OCA Board has approved format changes to the Ontario Scotties Tournament of Hearts Provincial that will now be a ten team round robin with four teams advancing to Page playoff. The ten teams will include two from each of the four regions, the returning champion if eligible and one team from the challenge round.

So yes, Allison Flaxey gets a bye to the provincials - if her team has 3 returning members.

Why not 11 like the men? They have 2 from the challenge round.

An eleven team round robin! No thanks. Ten teams is already too many. Teams are at the event for an entire week! Way too long. It's too bad that the OCA had an opportunity to try something innovative the the Northern Association having its own rep next year. They could have researched how other provinces run their play downs and come up with a format that would require less time.
Not much thought went into the new format.
Now that the process for next year is laid out the OCA should be concerned about host clubs meeting ice standards. Every host club should have a site evaluation done by the OCA which includes ice and rocks. Instead of mimicking the Scottie's format of a round robin to get our best rep we need to ensure ice conditions are the best for performance.
