this has been an interesting thread.

How about this outside-the-box solution.
For competitive competitions have a pool of broom manufactures and models (pads and bristles). Let's say for example, there are 10 pad models and 3-4 bristle models.
30 minutes before the draw starts, officials pull from a hat a pad broom and bristle broom for each sheet. Then all players on both teams have one model pad, and one model bristle broom to use for the match.
An example of results -- sheet A uses EQ+, sheet B uses ice pad, sheet C used Norway, sheet D uses hogline.

Let them sweep as they like, but both teams on each sheet have the same broom. The technology would be fair and the skill would shine.
